Indonesia Infrastructure Guarantee Fund ”IIGF” is a growing State-Owned Company with the main business of providing guarantees for public private partnership (PPP) infrastructure projects in Indonesia.

The Procurement Comitte of IIGF herewith invite experienced consultant in financial for social sector. The objective of the assignment is two fold, (1) actively guide and assist IIGF team in providing consultation and guidance to the CAs and its advisors, and (2) assist IIGF in assessing project viability, assessing the risks underlying the project, develeping risk mitigation tools and plan, and recommend whether the project can be guaranteed. Currently IIGF requires Financial Consultant for Social Projects mentioned below, including but not limited to:

1. Correctional Facility Project (international experience prefered), and/or
2. Education Infrastructure Project, and/or
3. Health Infrastructure Project, and/or
4. Sport Facility Project

The consultant assignment should follow the IIGF guarantee process, which can be explained as follow:

• Overall due diligence with emphasis on the structure of the transaction, commercial aspect, financial analysis, stakeholder analysis and financial risks of the projects.

IIGF intends to engage a reputable consulting firm for carrying out the assignment for a period of two years. However, the contract may be extended for one year subject to satisfactory performance of the consultants and IIGF’s continuing need for the services.

IIGF now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall submit the Expression of Interest (EOI) signed by authorized officer (with power of attorney if applicable) indicating their qualification to perform the services (company profiles, brochures, description of similar assignments, experiences in similar projects  particularly in successfully completed projects during the last 12 years  with references from past clients, qualifications and competency of relevant key personnel who are regular/permanent employees of the firm, etc.). Consultants may associate to enhance their qualifications. If Consultants choose to associate, they should specify in their EOI response whether the association will be in the form a joint venture or sub-consultancy arrangement. Qualifications of sub-consultants will not be taken into account in the evaluation of EOI responses for shortlisting.

A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) method.
