With the limitations of the APBN, the Government can use several financing schemes, one of which is through innovative financing through the Public Private Partnership (PPP) scheme to answer the fulfillment of housing infrastructure needs.
Therefore, today, in order to strengthen the synergy between the Ministry of Finance's Special Mission Vehicles (SMV), especially in encouraging PPP-scheme projects as an alternative form of financing, PT Penjaminan Infrastruktur Indonesia (Persero) / PT PII and PT Sarana Multigriya Finansial ( Persero) / PT SMF as the Ministry of Finance's SMV carried out cooperation through the signing of a Memorandum of Understanding (MoU) regarding the scope of Potential Exploration, Development Development, Housing and Settlement Sector Financing as well as Capacity Building and PPP-related Training for the Housing and Settlement Sector.
"We, from the Ministry of Finance, appreciate PT PII and PT SMF as SMV of the Ministry of Finance which have synergized in reviewing financing schemes to accelerate the provision of housing in Indonesia, especially for low-income people. The success of this collaboration also desperately needs the support of the PUPR ministry. Hopefully the synergy between these agencies can help people in need, especially in the housing and settlement sector, ”explained the Director General of State Assets at the Ministry of Finance, Isa Rachmatarwata, represented by the Secretary of the Directorate General of State Assets, Dedi Syarif Usman in his speech.
Director General of Infrastructure Financing of the Ministry of PUPR, Eko Djoeli Heripoerwanto stated in his speech "Thank you for the role of PT PII in encouraging the PPP scheme, especially in PUPR and also the role of PT SMF in supporting the housing sector so that the synergy of the 2 BUMNs will help the Ministry of PUPR to develop the housing and settlement sector. . With the signing of this MoU, it is hoped that PPP projects in the housing and settlement sector can be realized immediately through synergy from all parties to accelerate the fulfillment of the Government's targets as mandated in the RPJMN ”.
"The alternative financing scheme, namely the PPP scheme in the housing and settlement sector, is a solution for the Government to answer the fulfillment of housing and settlement infrastructure needs that are urgently needed by the community," explained PT PII President Director M. Wahid Sutopo in his remarks at the signing ceremony.
Furthermore, Sutopo said that it is hoped that through this signing, PT PII is ready to work together with PT SMF as the SMV of the Ministry of Finance in particular to support the Government in this case, especially the Ministry of PUPR in developing housing and settlement sector infrastructure through the PPP scheme so that it is expected to increasingly meet the needs for housing houses that are affordable to the community.
In line with that, President Director Ananta Wiyogo said that SMF really welcomes the synergy established with PT PII for the Housing and Settlement PPP cooperation, this is in line with the mandate of the establishment of PT SMF in supporting decent and affordable home ownership for every Indonesian family, as well as optimization The functions and roles of PT SMF are in accordance with the expansion of the mandate of the Government through Government Regulation (PP) No.57 of 2020, concerning the Second Amendment to Government Regulation Number 5 of 2005 concerning State Capital Participation of the Republic of Indonesia for the Establishment of Limited Liability Companies (Persero) in the Secondary Financing Sector Housing, and Presidential Regulation (Perpres) No.100 of 2020, concerning the Third Amendment to Presidential Regulation Number 19 of 2005 concerning Secondary Housing Financing.
"We hope that PT SMF can contribute to the PPP scheme, especially related to housing and settlements in accordance with the mandate of the Government in Presidential Regulation (Perpres) No.100 of 2020, so that people's needs for decent and affordable housing can be increasingly facilitated and support the movement of the national housing industry. in order to support PEN in the housing sector, "said Ananta.
